Cape Verde is embarking on a strategic revision of its nautical tourism regulations, a move aimed at enhancing the sector’s competitiveness, service quality, and international appeal. This initiative is being led by a legal consortium composed of Portuguese law firm Sérvulo & Associados and Cape Verdean firm MLA – Menezes, Leite & Associados. The collaboration brings together seasoned legal experts from both countries to modernize the framework governing recreational maritime activities, which have become an increasingly vital part of Cape Verde’s tourism economy.
The consultancy team includes Sérvulo partners Mark Kirkby and Francisca Mendes da Costa, along with lawyer Miguel Dias Neves, while MLA is represented by partner Mário Jorge de Meneses and lawyer José Maria Moniz. Their joint mission is to propose a revised legal structure that simplifies implementation, enhances regulatory clarity, and supports the delivery of high-quality services. The review is expected to address critical areas such as licensing procedures, safety standards, environmental sustainability, and operational guidelines for both domestic and international operators.
