Egypt has unveiled its strategic climate agenda ahead of COP30, signaling a proactive stance on global environmental challenges and a commitment to equitable climate action. During the 9th Ministerial on Climate Action held in Canada, Egypt’s Minister of Local Development and Acting Minister of Environment, Manal Awad, met with key international figures including EU Climate Commissioner Wopke Hoekstra and Denmark’s Climate Ambassador Ole Thonke. These high-level discussions emphasized Egypt’s priorities for the upcoming summit, which include securing climate finance, facilitating technology transfer, and enhancing capacity building for developing nations. Egypt aims to ensure that the implementation of the Paris Agreement is both inclusive and effective, particularly for countries most vulnerable to climate change.
A cornerstone of Egypt’s domestic climate strategy is the launch of its first regulated Voluntary Carbon Market (VCM), a transformative initiative designed to integrate environmental responsibility with economic opportunity. Operational since August 2024 and established under Prime Ministerial Decree No. 4664 of 2022, the VCM allows companies to trade Carbon Emission Reduction Certificates (CERCs) on the Egyptian Stock Exchange. This market provides a flexible mechanism for businesses to voluntarily offset their carbon emissions, encouraging private sector participation in climate mitigation while opening new avenues for green investment. The legal and regulatory framework ensures transparency and accountability, making the market attractive to both domestic and international stakeholders.
Unlike mandatory carbon trading systems, Egypt’s VCM is designed to be inclusive and accessible, enabling a broad spectrum of participants, from large corporations to smaller enterprises, to engage in emission reduction efforts. This approach reflects Egypt’s broader ambition to position itself as a regional leader in sustainability and green finance.
