Liberia Petroleum Regulatory Authority Hails Oil Agreements with TotalEnergies

Director-General Marilyn T. Logan of the Liberia Petroleum Regulatory Authority (LPRA) has celebrated the significant signing of Production Sharing Contracts (PSCs) between Liberia and TotalEnergies, marking a historic milestone for the country’s oil and gas sector.

The contracts, which span four offshore blocks in the Liberian Basin, end a decade-long hiatus in the petroleum industry and set the stage for Liberia’s re-engagement with the global petroleum market.

Following the signing, Madam Logan emphasized that this achievement reflects the LPRA’s commitment to a transparent, rules-based process that fosters investor confidence while safeguarding Liberia’s long-term interests.

“This agreement demonstrates the Government’s dedication, under President Boakai’s leadership, to managing our petroleum sector with integrity, transparency, and adherence to international best practices,” Logan said.

“We are proud that Liberia has secured a world-class operator like TotalEnergies, which brings unrivaled deepwater expertise, financial strength, and a proven record of responsible operations.”

Madam Logan reassured the public that the LPRA will remain vigilant in enforcing the terms of the contracts to ensure the nation maximizes its benefits.

“This is not just a win for the Government, but for the Liberian people,” she noted. “The LPRA will make sure that exploration and eventual production result in meaningful job creation, skills development, and sustainable revenue generation for future generations.”

President Joseph Nyuma Boakai, Sr., who endorsed the deal, reaffirmed his Administration’s readiness to submit the agreements to the National Legislature for public scrutiny and ratification.

“In 2024, I invited world-class energy companies to Liberia and pledged that under my leadership, the country would provide an environment where investments thrive—grounded in ethics, the rule of law, international best practices, and strict enforcement of contracts to protect all stakeholders,” President Boakai recalled.

“The execution of these agreements with TotalEnergies shows that this commitment is yielding positive results.”

The President commended the LPRA’s leadership and acknowledged the contributions of the Ministry of Finance and Development Planning, Ministry of Justice, Ministry of Mines and Energy, the National Oil Company of Liberia (NOCAL), and his Special Presidential Committee on Oil & Gas for their collaborative efforts in securing the deal.

Looking ahead, President Boakai stressed that exploration activities under the contracts will adhere to global standards in safety, environmental protection, local content promotion, and transparent revenue management.

“Our natural resources must provide lasting value for the Liberian people,” he emphasized. “When effectively managed, these agreements will not only strengthen Liberia’s economy but also create jobs, enhance skills, and open opportunities that will benefit future generations.”
