The National Resistance Movement (NRM) Election Disputes Tribunal has firmly upheld retired Lieutenant General Henry Tumukunde’s victory as the party’s flag bearer for Rukungiri Municipality, dismissing all challenges to his nomination. This ruling paves the way for Tumukunde to represent the ruling party in the fiercely contested 2026 general elections.
The petition against Tumukunde was filed by Isaac Atukunda, a close contender in the NRM primaries, who questioned Tumukunde’s eligibility. Atukunda argued that Tumukunde’s participation in the 2021 presidential elections as an independent candidate had automatically terminated his membership with NRM, making him ineligible to contest the party’s primaries. Additionally, Atukunda alleged irregularities and malpractice during the nomination process.
However, the tribunal rejected these claims on multiple grounds. It established that Tumukunde had never formally resigned from or been expelled by the NRM, maintaining that participation in an independent presidential run did not automatically nullify party membership without formal procedures. The tribunal further noted that the evidence presented by Atukunda was vague, lacking concrete proof of malpractice, and insufficient to invalidate the primary results.
The tribunal’s decision highlighted that Tumukunde secured a commanding lead, amassing 4,542 votes compared to Atukunda’s 1,646 a decisive margin that underscores his popularity within the party ranks in Rukungiri.
Judge Maria Nakanwagi emphasized the need for party unity and respect for internal democratic processes, warning that unfounded petitions only serve to divide and weaken the ruling party’s cohesion ahead of critical national elections.
For Gen. Tumukunde, the ruling is a significant political victory and a step toward a much-anticipated political comeback. After a high-profile fallout with the government and a period of political limbo following his 2021 presidential bid, Tumukunde’s resurgence within the NRM signals renewed influence and the ability to rally grassroots support in his home constituency.
The decision also sends a strong message to other NRM members contemplating legal challenges as a means to disrupt party nominations, reinforcing the importance of adhering to party structures and procedures.
As the 2026 elections approach, Tumukunde’s confirmed candidacy sets the stage for an intense electoral battle in Rukungiri, where opposition forces will likely mount vigorous campaigns against the seasoned military officer turned politician.
In sum, the NRM tribunal’s ruling reaffirms the party’s commitment to upholding its internal democracy while positioning Gen. Tumukunde as a key player to watch in Uganda’s evolving political landscape.
