Kampala, Uganda | Speaker Anita Among has called for greater inclusivity in global governance, urging member states of the Asian-African Legal Consultative Organisation (AALCO) to ensure that the perspectives of Asia and Africa are fully represented in international legal frameworks. Delivering President Yoweri Museveni's message at the 63rd Annual Session of AALCO, held at Speke Resort Munyonyo on 8 September 2025, Among emphasized the importance of respecting diversity in global decision-making.
"Promoting inclusivity will ensure stronger advocacy for Asian and African voices in global legal fora, helping to reflect our values, aspirations, and perspectives in international policies," Among stated. The Speaker also encouraged AALCO's secretariat to bolster member engagement, improve legal capacity, and address emerging global challenges.
President Museveni, in his message, highlighted AALCO’s vital role in addressing pressing global issues such as climate change, migrant worker protections, transnational crime, and the legal challenges posed by emerging technologies. He called on the organization to shift from a reactive stance to one where Asia and Africa actively shape global legal developments in line with their priorities sustainable development, sovereignty, and justice.
Uganda’s Minister of Justice and Constitutional Affairs, Hon. Norbert Mao, who is leading the Ugandan delegation, stressed the significance of the conference as the largest legal gathering of its kind since 2010. He expressed hope that the discussions would result in meaningful solutions to global challenges and reinforce the importance of international law.
Over the five-day event, AALCO will tackle a wide range of issues, from trade and investment law to the legal protection of migrant workers and the challenges of outer space law. With 49 member states, AALCO serves as a crucial platform for addressing shared legal concerns among Asian and African nations.
This marks Uganda’s second time hosting the prestigious event since its admission to AALCO in 1979, the first being in 1993.
