Tunisia and Libya have taken a significant step toward deepening their economic partnership, following high-level discussions held in Tunis on October 22, 2025. Tunisian Prime Minister Sara Zafrani Zanzeri hosted Libyan Minister of Economy and Trade Mohamed Al-Hwaij to explore avenues for intensified bilateral cooperation. The meeting built on recommendations from the Tunisian-Libyan Joint Trade Commission convened in Tripoli in December 2024, and reaffirmed the historical and fraternal ties between the two nations. Both leaders expressed a shared commitment to advancing mutual economic interests and fostering regional integration.

Central to the talks was the development of a joint roadmap aimed at expanding trade, attracting foreign direct investment, and diversifying export portfolios. Libya currently stands as Tunisia’s largest Arab and African trade partner, and ranks fifth globally in terms of trade volume with Tunisia. Tunisian industrial goods account for 40% of total exports to Libya, while Libya’s key exports to Tunisia include iron, energy, and steel. The proposed roadmap is expected to streamline customs procedures, enhance cross-border infrastructure, and open new channels for collaboration in African markets.

Prime Minister Zanzeri emphasized Tunisia’s support for a Libyan-led resolution to internal challenges, underscoring the importance of stability and shared security for sustainable development. The meeting also highlighted mutual interest in expanding cooperation across strategic sectors such as energy, transport, and agriculture. Both governments pledged to maintain regular dialogue and coordination to ensure the successful implementation of joint initiatives.

This renewed diplomatic engagement signals a strategic shift toward deeper regional integration and economic resilience. By aligning development goals and leveraging complementary strengths, Tunisia and Libya aim to build a more dynamic and interconnected North African economy. The outcomes of this meeting reflect a broader vision for prosperity rooted in collaboration, stability, and shared opportunity.
