Uganda Confirms Temporary, Conditional US Deportee Deal

Kampala, Uganda | Uganda has clarified its role in a recently reported deportation arrangement with the United States, describing the agreement as temporary and strictly conditional. The framework, officials say, applies only to certain categories of asylum seekers and explicitly excludes individuals with criminal records and unaccompanied minors.

The Ministry of Foreign Affairs, through Permanent Secretary Vincent Bagiire Waiswa, confirmed that the agreement is part of broader bilateral cooperation in examining protection requests. It does not constitute a blanket deportation deal. “Uganda also prefers that individuals from African countries shall be the ones transferred,” Bagiire emphasized, noting that detailed implementation modalities are still being finalized.

This announcement follows earlier confusion after international media cited US government documents suggesting a wider deportation plan, while State Minister for Foreign Affairs Okello Oryem had denied any agreement existed, citing Uganda’s limited capacity to host large numbers of deportees.

The conditional framework reflects Uganda’s careful approach to managing its already significant refugee population of over 1.5 million, including arrivals from South Sudan and the Democratic Republic of Congo. The deal also signals Uganda’s intention to maintain strong diplomatic relations with Washington while ensuring domestic refugee policies are respected.

Experts say the arrangement highlights the delicate balance between international cooperation and national responsibility. Uganda’s government continues to stress that only eligible third-country nationals who cannot safely return to their countries of origin will be considered under the agreement.
